Operation Relief Center (ORC) is a 501(c)(3) nonprofit organization that exists to bless others by providing housing and social services to those in need across the state. ORC evolved from the social outreach programs of the Urban Evangelical Mission (UEM) founded by Dr. and Mrs. Ruben Conner in 1987. ORC received its status as a nonprofit in 1991. The Conner's vision was to reverse the trend of disinvestments and abandonment to empower the citizens of south Dallas. Their belief was that this should be carried out through education, social, spiritual and economic development. Since inception, ORC has grown from a Dallas-based organization to serving communities in almost every major metro area of Texas.

We truly do consider it a blessing to own and operate housing for the benefit of low-income individuals and families, veterans, and formerly homeless people across Texas. Yet, in many ways, simply providing housing is only the first step. We're passionate in pursuing ways to serve the residents of our communities by administering a range of programs such as job and skills training, food drives, school supplies give-aways, tutoring for the children and young people, and counseling for all walks of life.

For almost three decades, Operation Relief Center has served the citizens of Texas, and we believe the organization, its supporters, volunteers are just entering a good stride. There is much work ahead of the organization, and we're excited to serve and dedicate time to those in need. We hope to serve numerous others as we focus on proliferating the cause for which ORC was created.

Our sentiments are reflected in Paul's words to the Galatians in chapter 2 verse 9, "Only they requested that we remember the poor, which very thing I was also eager to do."  Our hope and prayer is that many lives would continue to be changed and blessed by the efforts of this organization and its supporters in future years. We ask you to also pray for the organization and the people it serves as we continues to give our best effort to serve the people of Texas across many communities. 

 

Our Mission

ORC's mission is to provide quality, affordable housing and social services to the homeless, low-income and very low-income individuals and families in a manner that encourages personal growth, self-sufficiency, self-respect, stability and ultimately the economic growth and stabilization of the community.

Our Vision

ORC's vision is to mobilize physical, social and spiritual resources to revitalize the communities in which we operate. We see the revitalization of communities happening through a continued focus on providing quality housing options for low-income individuals and families and by serving them in physical areas of need, support psycologically, and ministering spiritually.

 

 

Our Goals

ORC's strategic goals and objectives are balanced across several key perspectives:

  • Housing: To provide quality, affordable housing solutions for seniors, low-income, homeless, and veterans with disabilities.

  • Families: To promote family stability through a wide array of social service programs such as Food Pantry, Emergency Rental/Utility Assistance, Youth Services, Literacy Programs, Clothing Closet, Case Management, Multi-Family Service Programs, etc.

  • Economic: To promote economic opportunity through job referrals, social and employment readiness skills building programs, G.E.D. classes, etc. Develop areas that suffer from abandonment to re-establish economic growth.

  • Safety: To promote safe neighborhoods through continued participation in monthly resident meetings, neighborhood association meetings and community activities. Encourage participation in crime watch meetings and national night-out activities.
